Sir,
My brother who is an officer on the half pay list, and is there is little chance of his being again employed, he is desirous of going to the Cape with two or three young gentlemen and taking out labourers.
Will you do me the honor of information how he is to proceed. In the hope you will be dispose to put his labourers on a footing for an allowance made in such cases to labourers, if that is you give your sanction for his going, at the same time have to request you will accept my apology for any inadvertancy I may have used on this subject.
