Death Notice (Cape Archives) says he was born in London, the son of Matthew and Elizabeth SLATER

Matthew SLATER of the parish of St.Andrews, Holborn, bachelor, married Elizabeth TWELVES of the parish of St.James Westminster, spinster, by Licence on 23 May 1788 in St.Andrew's, Holborn.

Both signed their names

Witnesses: Rd. PERRY and James ?THOMAS

 

As Thomas SLATER's son Henry was given the middle name TWELVES it seems likely that this is his father's marriage. The date would seem to suggest that it was a second marriage for Matthew, despite the register recording him as a bachelor, with his first wife also called Elizabeth.
